Perth’s largest rail expansion in over a decade

The Morley–Ellenbrook Line is one of the most significant public transport investments in Western Australia in recent years. Spanning 21 km and connecting Perth’s fast-growing north-eastern corridor to the CBD, the project delivered five new stations and a world-class rail link that opened to passengers in December 2024. Beyond expanding capacity, the line was designed to improve accessibility, reduce congestion, and enable a reliable, modern passenger experience.

WILEO was first engaged by Rail Systems Australia to provide specialist systems design and integration expertise. When Rail Systems Australia was later acquired by Systra, we continued seamlessly within the new framework—demonstrating the strength and continuity of our partnership. Over a two-year period, we delivered more than 3,000 hours of expert support, with a flexible team of up to five consultants contributing to the design, installation, and commissioning of critical Long Line Public Address (LLPA) systems.

Navigating Complex Challenges

The planning and delivery of the Morley–Ellenbrook Line presented several unique challenges, including:

  • Acoustic complexity in station design
    Some stations were planned in the middle of major highways, where high background noise posed a risk to speech intelligibility. Early acoustic analysis highlighted these challenges and informed the installation of noise walls—ensuring announcements remain clear and consistent for passengers.
  • First-of-its-kind LLPA integration
    This was the first integration of the asset owner Long Line Public Address (LLPA) system using layer-2 legacy protocols within a modern, routed IP Backbone Network (IPBN) leveraging virtual extensible LAN. This added complexity in ensuring compatibility and reliability across multiple technologies.

Wileo helped overcome these challenges by:

  • Delivering factual, unbiased reports and documentation to guide decisions.
  • Investigating deeply into the intricacies of multiple interconnected systems.
  • Identifying and escalating bugs across vendor platforms.
  • Adjusting system configurations where required and working collaboratively with vendors and designers through to resolution.

This rigorous, hands-on approach ensured smooth and reliable system integration.
